Dr Jitendra Singh Launches Five Digital Governance Reforms on Good Governance Day 2025; e-HRMS 2.0, iGOT Karmayogi AI Features and Digital Learning Lab 2.0 Unveiled

Union Minister of State for Personnel, Public Grievances and Pensions, Dr Jitendra Singh, launched five transformative digital governance reforms on December 25, 2025 — Good Governance Day — at the National Workshop on Good Governance Practices 2025 in New Delhi, coinciding with the birth anniversary of former Prime Minister Atal Bihari Vajpayee. The reforms were rolled out by the Department of Personnel and Training (DoPT) to institutionalise transparent, citizen-centric administration. First, the Compendium of Guidelines on Reservation for Ex-Servicemen consolidates scattered instructions into a single authoritative reference for uniform implementation of veteran benefits across ministries. Second, an AI-Powered Recruitment Rules Generator Tool, integrated with the RRFAMS system, will help ministries draft recruitment rules efficiently while ensuring strict compliance with DoPT guidelines. Third, the e-HRMS 2.0 mobile application — available on Android and iOS — gives government employees seamless access to core human-resource services, including promotions, transfers, deputations, training and superannuation. Developed under Mission Karmayogi, the platform integrates with existing service systems such as SPARROW, PFMS and Bhavishya. Fourth, AI-enabled features were added to the iGOT Karmayogi platform: iGOT AI Sarthi for intelligent discovery of learning resources, iGOT AI Tutor for personalised learning support, structured Specialisation Programmes, and an AI-based Capacity Building Plan Tool that maps roles to training needs. Fifth, the Karmayogi Digital Learning Lab 2.0 is a next-generation content facility deploying augmented reality, virtual reality, gamification and interactive simulations to produce high-quality learning content for the civil services. Together, these initiatives deepen the digital spine of India's public administration.
