The Chief Minister of Rajasthan signed the implementation order for the Rajasthan Textile and Apparel Policy 2025 on September 1, 2025, marking a landmark step in the state's industrial development strategy. The policy aims to position Rajasthan as a comprehensive fibre-to-garment manufacturing destination, leveraging the state's traditional strength in textiles such as cotton, wool, and tie-dye crafts.

The policy covers the entire value chain—from raw fibre and yarn spinning to fabric weaving, dyeing, and finished garment manufacturing. It is designed to attract large-scale investment into apparel clusters across major textile cities including Bhilwara (synthetic fabrics), Jodhpur (traditional textiles), and Jaipur (block-printed apparel).

Key incentive structures under the policy include capital investment subsidies, electricity duty exemptions, and interest subvention on term loans for textile units. Special incentives are also offered for women-owned enterprises and units employing a minimum percentage of local workforce.

The policy has been developed in alignment with the Rising Rajasthan Global Investment Summit commitments, where several textile and apparel companies had pledged substantial investment in the state. It seeks to create over one lakh direct employment opportunities within five years, with a particular focus on skill development and workforce training through ITIs and dedicated apparel training institutes.

The government also announced setting up dedicated apparel parks with plug-and-play infrastructure, common effluent treatment plants (CETPs), and design centres. Export-oriented units will receive additional benefits including faster environmental clearances and logistics support.

The Rajasthan Textile and Apparel Policy 2025 is a critical pillar of the state's industrial vision, aiming to double the contribution of the textile sector to the state's GSDP over the next decade.
