Union Agriculture Minister Shivraj Singh Chouhan announced the Seed Act 2026 and Revised Pesticide Act 2026. The proposed new Seed Act, intended to modernise the 1966 legislation, would require QR codes on every seed packet so farmers can trace the complete chain — where the seed was produced, which dealer supplied it, and who sold it. Penalties for selling fake or substandard seeds increase to ₹30 lakh, with imprisonment up to three years.

Every seed company would have to be registered under the proposed framework. Importantly, farmers' rights to sow their own seeds and share seeds with other farmers at the local level remain protected. As of April 2026, the government said it was preparing stricter provisions in the Seeds Act and Pesticides Act. Rajasthan's agriculture sector, which employs 62% of the state's workforce, stands to benefit significantly from the quality assurance provisions.
