The Ministry of Cooperation informed the Lok Sabha on February 9, 2026, about the launch and progress of White Revolution 2.0 — a cooperative-led initiative spearheaded by Union Minister Amit Shah to transform India's dairy sector. The programme aims to increase milk procurement by dairy cooperatives by 50% from the current level over the next five years, with milk procurement expected to reach 1,007 lakh kg per day by 2028-29 (up from the current ~670 lakh kg/day).

The programme focuses on four pillars: (1) empowering women farmers, since nearly 70% of the dairy farming workforce is female but their contribution remains unrecognised in the largely unorganised sector; (2) enhancing local milk production; (3) strengthening dairy infrastructure with automatic milk collection units; and (4) boosting dairy exports. Around 1.20 lakh new and existing Dairy Cooperative Societies (DCS), Multipurpose Dairy Cooperative Societies (M-DCS), and Multipurpose Primary Agricultural Credit Societies (M-PACS) are to be established or strengthened across uncovered panchayats.

For Rajasthan, the programme has significant implications given the state's large pastoral and livestock economy, with Rajasthan being one of India's top milk-producing states. White Revolution 1.0, led by Dr. Verghese Kurien through AMUL and the National Dairy Development Board (NDDB) in the 1970s, transformed India into the world's largest milk producer.
