India hosted the 11th Quad Foreign Ministers Meeting (QFMM) in New Delhi on 26 May 2026, bringing together External Affairs Minister S Jaishankar, US Secretary of State Marco Rubio, Japanese Foreign Minister Toshimitsu Motegi and Australian Foreign Minister Penny Wong. The Quad nations launched the first ever Indo-Pacific Maritime Surveillance Collaboration (IPMSC) initiative to leverage Quad country maritime surveillance in the Indo-Pacific, enhancing information sharing and maritime domain awareness with an initial focus on the Indian Ocean Region. IPMSC will augment the existing Indo-Pacific Maritime Domain Awareness (IPMDA) by enabling real-time information sharing and providing an enhanced picture of vessels. The Ministry of External Affairs clarified that IPMSC should not be viewed as militarisation of the Quad grouping but as enhanced regional maritime domain awareness amid growing congestion in international waterways and movement of "dark ships". The Ministers also unveiled the Quad Critical Minerals Initiative Framework under which Quad governments and private companies intend to mobilise up to USD 20 billion through loans, guarantees, subsidies and long-term purchase agreements for mining, processing and recycling projects to make critical minerals supply chains more resilient. Additionally, the Ministers announced the Quad Initiative on Indo-Pacific Energy Security to strengthen regional energy resilience. India will also host the next edition of the Quad-at-Sea Ship Observer Mission to strengthen interoperability and counter unlawful maritime activities. The meeting reaffirmed the Quad's commitment to a free, open, inclusive and resilient Indo-Pacific.
