To bring transparency to the distribution of subsidised fertilisers and to curb black-marketing, the Rajasthan government is rolling out a new digital system from 25 June. As a pilot project, a Farmer Registry-based fertiliser distribution system is being launched in Rajsamand and Sirohi districts, beginning with this Kharif season. Under the new arrangement, farmers can book fertiliser using their Farmer ID either from home or from the nearest e-Mitra centre. After booking, they receive a digital token valid for 48 hours, and on the basis of this token they can obtain subsidised fertiliser from an authorised dealer. Agriculture Commissioner Naresh Kumar Goyal said that although the government provides heavy subsidies on fertiliser, complaints frequently arise of black-marketing, hoarding and the use of fertiliser for non-agricultural purposes. The new system will ensure that only genuine farmers receive subsidised fertiliser, and it will also make the distribution process easier to monitor. So far, Farmer IDs have been created for 86.66 lakh farmers in the state. The government claims that the new arrangement will improve fertiliser availability, stock management and transparency in distribution, and that the benefit of government subsidy will reach eligible farmers directly. For now, the scheme is being started in Rajsamand and Sirohi, and if successful it may be implemented across the whole of Rajasthan.
