The Ministry of Cooperation released its Year-End Review 2025 on January 6, 2026, highlighting 114 major initiatives undertaken during the four-and-a-half years since its establishment in July 2021 under Union Home and Cooperation Minister Amit Shah, advancing the governments Sahkar se Samriddhi vision. The flagship initiative is the computerisation of Primary Agricultural Credit Societies (PACS): originally approved for 63,000 PACS with an outlay of ₹2,516 crore, the scheme has been expanded to 79,630 PACS with a revised outlay of ₹2,925.39 crore, jointly funded by the Centre, states and NABARD. By December 2025, 59,261 PACS were actively using ERP software, up from 47,155 in January 2025, and 32,119 PACS achieved e-PACS status against a target of 10,000. Three new national-level cooperatives have become operational — National Cooperative Exports Ltd with 13,890 member PACS, Bharatiya Beej Sahakari Samiti Ltd with 31,605 member cooperatives, and National Cooperative Organics Ltd with 10,035 enrolled members — expanding cooperative presence in exports, seeds and organic food. Additional reforms include 51,836 PACS providing Common Service Centre services, 38,190 PACS upgraded to Pradhan Mantri Kisan Samridhi Kendras, and 1,070 Fish Farmer Producer Organisations formed. On the tax and regulatory side, the surcharge on cooperative societies earning ₹1-10 crore was reduced from 12 per cent to 7 per cent, and ₹46,000 crore relief was provided to cooperative sugar mills on pre-2016 dues. Model bye-laws for PACS have been adopted by 32 states and Union Territories.
