Rajasthan Chief Minister Bhajanlal Sharma on April 12, 2026 reiterated that Prime Minister Narendra Modi will visit Pachpadra in Barmer district on April 21, 2026 to inaugurate and dedicate to the nation the Hindustan Petroleum Corporation Limited (HPCL) Rajasthan Refinery Limited Integrated Refinery-cum-Petrochemical Complex at Balotra. The mega project has a revised cost of ₹79,459 crore and an annual refining capacity of nine million metric tonnes (9 MMTPA), making it one of the largest single-site investment projects ever executed in Rajasthan. The refinery, a joint venture between HPCL (74%) and the Government of Rajasthan (26%), will produce BS-VI compliant petrol, diesel, Aviation Turbine Fuel, LPG and feedstocks for downstream petrochemicals, including polypropylene, linear low-density polyethylene, high-density polyethylene, benzene, toluene and butadiene. It is being pitched as a key pillar of national energy security, expected to reduce India's dependence on imported fuel products and open up new value-chain opportunities in the Marwar region of Rajasthan. PM Modi is expected to flag off LPG tankers produced at the refinery and address a large public rally. The project is also linked to a planned petrochemical and plastics cluster, downstream MSMEs and a skill development ecosystem for local youth. CM Sharma on the sidelines of Vyapar Rajasthan 2026 said that the refinery would provide fresh momentum to the state economy, create large-scale direct and indirect employment, and position Rajasthan among India's leading refining hubs alongside Gujarat and Odisha. The refinery's inauguration will coincide with the broader push of the state government to attract investment through Rising Rajasthan, Vibrant Rajasthan and Vyapar Rajasthan platforms.
