Union Minister Ashwini Vaishnaw inaugurated the Semiconductor Process Gallery and PARANGAT Semiconductor Training Lab at the Semiconductor Laboratory (SCL) in Mohali, Punjab — India's first and only government-owned semiconductor fabrication facility (established 1984 under ISRO/Department of Space). The government announced ₹4,500 crore investment over three years to modernise SCL and increase production capacity 100-fold. During the inauguration, 28 chips designed by Indian institutions and startups were handed over. SCL will remain government-run (privatisation ruled out). The PARANGAT Training Lab provides hands-on semiconductor process education in an authentic fab-like environment. These initiatives are part of India's India Semiconductor Mission (ISM) under the ₹76,000 crore Semicon India Programme (2022), which aims to make India a global semiconductor manufacturing hub. The Indian Navy also signed an MoU with IIT Chennai and Apollo Micro Systems for indigenous naval armament systems on the same day. Rajasthan relevance: IIT Jodhpur and MNIT Jaipur are potential contributors to India's semiconductor talent pipeline.
