The Winter Session of the 18th Lok Sabha commenced on December 1, 2025, with the government listing 13 Bills for passage including economic and structural legislation. However, the session was immediately disrupted by the opposition, which staged a walkout over the Special Intensive Revision (SIR) of electoral rolls conducted by the Election Commission of India (ECI).
Opposition parties, led by the INDIA bloc, raised serious concerns about the manner in which SIR was being conducted. They alleged that booth-level officers (BLOs) were conducting house-to-house surveys without proper authorisation and that the process was being misused for political purposes. The Samajwadi Party and the Congress were particularly vocal, demanding a full debate and a statement from the government.
On Day 1, both Lok Sabha and Rajya Sabha were adjourned within minutes of commencement due to the uproar. No legislative business was transacted. On Day 2 (December 2), the pattern repeated with opposition members shouting slogans in the Well of the House and refusing to participate in proceedings until the government agreed to a special debate on SIR.
The government maintained that the SIR process is routine and constitutional, conducted by an independent constitutional body. Union Minister Kiren Rijiju called on the opposition to allow the House to function and pointed out that several critical bills — including amendments to Insurance Laws and the Highway Bill — were pending. A meeting of floor leaders from both sides ultimately fixed December 9-10 as the dates for the formal SIR debate. No bills were passed on either of the first two days of the session.
