The Rajasthan Cabinet approved the "Heal in Rajasthan" Medical Value Travel (MVT) Policy 2025 on November 10, 2025, positioning the state as a global destination for medical tourism. The policy was ratified in the same Cabinet session that also expanded the Rajasthan Public Service Commission (RPSC) membership from 7 to 10.
The Heal in Rajasthan policy aims to attract international and domestic medical tourists by leveraging Rajasthan's strengths in traditional medicine systems — Ayurveda, Yoga, Naturopathy, Unani, Siddha, and Homeopathy (AYUSH) — alongside its growing network of modern hospitals and wellness retreats. Rajasthan has historically been a destination for heritage tourism; this policy extends that appeal into health and wellness tourism.
Key institutional mechanisms established under the policy include: (1) A dedicated Medical Value Travel (MVT) Cell within the Health Department to coordinate with hospitals, tourism agencies, and foreign embassies; (2) A state-managed MVT Portal for online registration of accredited hospitals, listing of treatment packages, and tourist facilitation; (3) A multilingual helpline available in multiple languages to assist international patients navigating Indian healthcare and travel logistics.
The policy mandates quality standards for participating hospitals, including NABH accreditation for allopathic facilities and AYUSH Ministry certifications for traditional medicine centres. Treatment corridors identified include cardiology, orthopaedics, oncology, cosmetic surgery, dental care, and traditional AYUSH therapies.
Rajasthan will also develop Medical Value Travel zones near major hospitals in Jaipur, Jodhpur, and Udaipur, with facilitation for medical visas, airport transfers, accommodation packages, and post-treatment recovery stays. The policy is aligned with India's national Medical Value Travel policy framework and "Heal in India" initiative.
