UNESCO released its flagship report 'Bhasha Matters: The State of the Education Report for India 2025' on December 16, strongly advocating mother-tongue based instruction. The report calls for a national mission on Mother-Tongue Based Multilingual Education (MTB-MLE).

The report highlights that only 25% of Indian children currently receive education in their mother tongue. It recommends training teachers in multilingual pedagogy, developing content in 22 scheduled languages, and leveraging AI for educational translation. This aligns with NEP 2020's emphasis on regional languages as medium of instruction until at least Grade 5.
