The most significant legislation was the Rajasthan Institute of Medical Sciences (RIMS) Bill 2026, which upgrades the Rajiv Gandhi University of Health Sciences (RUHS) into an AIIMS-equivalent institution. RIMS will function as an autonomous body with expanded research, teaching, and super-speciality clinical capacities, aimed at filling the gap in advanced medical education and health services in Rajasthan.
The Rajasthan Factories (Amendment) Bill 2026 amended the Factories Act to allow women to work night shifts (6 PM to 6 AM) in registered factories for up to 12 hours. The amendment includes mandatory safety provisions: employer-provided transport, female supervisors during night hours, and CCTV coverage. This aligns Rajasthan with states like Tamil Nadu and Gujarat that have similar provisions.
The Panchayati Raj (Amendment) Bill 2026 scrapped the contentious two-child norm that previously disqualified candidates with more than two children from contesting panchayat elections. This change is widely seen as removing a barrier that disproportionately affected marginalised communities and women.
Other Bills passed include amendments to the Rajasthan Public Health Act, the State Cooperative Societies Act, and the Rajasthan Agricultural Produce Markets Act. The session also witnessed debates on the state budget, MNREGA implementation, and farmer loan waivers.
