India's upgraded passport rules under the Passport Seva Program 2.0 came into effect on February 15, 2026, bringing a digital-first approach to passport applications. The Ministry of External Affairs rolled out the programme to modernize services, reduce delays, and enhance document security.

Key changes include: Aadhaar and government-issued IDs now serve as primary proof of identity and address; most steps can be completed online via the Passport Seva portal; stricter ICAO-compliant photo standards with no second chance at counters; digitally integrated police verification with local police systems for faster background checks; and the phased rollout of next-generation e-passports with embedded chips for enhanced security and global compatibility. The reforms aim to reduce physical visits to Passport Seva Kendras significantly.
