The Ministry of Environment, Forest and Climate Change notified the Solid Waste Management (SWM) Rules, 2026 on January 28, 2026, replacing the SWM Rules 2016. The new rules will come into full effect from April 1, 2026, and introduce mandatory four-stream waste segregation at source: wet waste, dry waste, sanitary waste, and special care waste.

Key provisions include Extended Bulk Waste Generator Responsibility (EBWGR) for entities with floor area of 20,000 sq.m or more, digital tracking through a Centralised Online Portal, environmental compensation based on 'Polluter Pays' principle, and mandatory biomining of legacy waste dump sites. The rules integrate circular economy and Extended Producer Responsibility (EPR) principles into waste management.
