The Supreme Court issued notices to the Centre and Rajasthan government regarding large-scale illegal river sand mining and transportation in the state. Sand is classified as a 'minor mineral' under the Mines and Minerals (Development and Regulations) Act, 1957.

The Court flagged erosion and habitat disruption in riverbeds, increased flooding risk, groundwater depletion, and biodiversity loss. Environmental Impact Assessments are mandatory for all sand mining activities under the Sustainable Sand Mining Management Guidelines 2016.
