In early December 2025, Rajasthan became the first state in India to achieve 100% digitisation of its voter rolls — covering 5.46 crore registered voters — under the Special Intensive Revision (SIR) 2026 exercise conducted by the Election Commission of India (ECI). Under SIR-2026, every entry in Rajasthan's voter list has been digitised, verified, and geo-mapped to specific polling stations. No paper-based or partially digitised entries remain in the electoral rolls. The Special Intensive Revision is a nationwide programme conducted by the ECI to systematically update and verify electoral rolls — including removal of duplicate entries, deletion of deceased voters, enrolment of newly eligible voters (especially first-time voters aged 18+), and correction of errors in voter data. Digital geo-mapping under SIR ensures each voter is accurately linked to their correct polling booth, enabling more efficient voter management, fraud detection, and facilitation of the EPIC (Electoral Photo Identity Card) linking with Aadhaar. Rajasthan's achievement — encompassing 200 assembly constituencies, 41 districts, and polling stations across the state — is significant given the state's large geographic area and high proportion of rural voters. The Chief Electoral Officer (CEO) of Rajasthan credited targeted outreach campaigns, collaboration with district administrations, and the use of mobile applications for door-to-door verification. The milestone positions Rajasthan as a model for election administration reform ahead of the SIR-2026 completion deadline for all states.
