The Ministry of Youth Affairs and Sports notified the National Sports Governance (National Sports Bodies) Rules, 2026 under the National Sports Governance Act, 2025 (Act No. 25 of 2025), which had partially come into force from January 1, 2026. The Rules establish a comprehensive framework for the functioning of National Sports Bodies (NSBs) and Regional Sports Federations in India. A landmark provision mandates that every NSB must include at least four Sportspersons of Outstanding Merit (SOMs) in its General Body, with a specific requirement that at least 50% of these SOMs must be women — a significant step toward gender equity in sports administration. To qualify as a SOM, an athlete must be at least 25 years of age, must have retired from active competitive sports, and must not have participated in any competitive event leading to district, state, or national selection for at least one year prior to their application. The Rules also specify election procedures, disqualification criteria for members, and provisions for the National Sports Election Panel to oversee free and fair elections within sports bodies. Every NSB is required to amend its bye-laws in conformity with the Act within six months of the Rules coming into force. The legislation addresses long-standing concerns about lack of transparency, athlete marginalisation, and political interference in India's sports governance. The Rules align with global best practices including the World Anti-Doping Agency (WADA) guidelines and Olympic Charter principles on athlete representation.
