Uttarakhand has emerged as the top-performing state in the Interoperable Criminal Justice System (ICJS) 2.0 digital policing rankings, scoring 93.46 points. Haryana secured the second position with 93.41 points, followed by Assam at 93.16 points. The rankings were released by the National Crime Records Bureau (NCRB) under the Ministry of Home Affairs (MHA).
ICJS 2.0 is a flagship e-governance initiative of the Government of India designed to integrate and enable real-time data sharing across the five pillars of the criminal justice ecosystem: Police, Courts, Prosecution, Prisons, and Forensic Science Laboratories (FSLs). The system operates on the philosophy of "One Data, One Entry" — information entered once at any node is instantly accessible to all other agencies in the chain, eliminating duplication and delays.
The Union Government approved Phase II of the ICJS project for the period 2022-23 to 2025-26 to deepen and integrate the criminal justice delivery system. ICJS 2.0 is built on secure cloud-based infrastructure with upgraded applications, and the National Crime Records Bureau is responsible for implementation with the National Informatics Centre (NIC) as the technology partner.
Uttarakhand's performance reflects sustained investment in digital policing infrastructure, timely FIR digitisation, and consistent data feeding into the ICJS platform. States are evaluated on parameters including data quality, timeliness, interoperability, and coverage across the criminal justice chain.
The ICJS 2.0 rankings are significant for RPSC aspirants studying governance, e-governance, police reforms, and Rajasthan's standing in national digital governance indices.
