Prime Minister Narendra Modi addressed the nation's civil servants on the 17th Civil Services Day at Vigyan Bhawan in New Delhi on April 21, 2026 and conferred the Prime Minister's Awards for Excellence in Public Administration. The day commemorates Sardar Vallabhbhai Patel's historic 1947 address at Metcalfe House where he described the civil service as the steel frame of free India. The 2026 theme is "Viksit Bharat: Citizen-Centric Governance and Development at the Last Mile". A total of 14 awardees were selected from 1,588 nominations across three categories — Holistic Development of Districts, Aspirational Blocks Programme, and the Innovation Category. Each awardee received a trophy, a scroll and an incentive of ₹20 lakh to support further public-welfare initiatives in their districts and blocks. Ahead of the function the Prime Minister wrote letters to over 1.6 crore civil servants across the country recognising their commitment to continuous learning under the Mission Karmayogi capacity-building reform, and issued letters of commendation to 33.4 lakh civil servants who completed four or more hours of learning in the preceding week. Vice President C. P. Radhakrishnan delivered the keynote address as Chief Guest and emphasised the importance of integrity, accountability and citizen-centric governance in strengthening India's administrative framework. The Department of Administrative Reforms and Public Grievances under the Ministry of Personnel, Public Grievances and Pensions organises the day, marking its 20th year of formal celebration since 2006.
