Defence Minister Rajnath Singh released the Defence Procurement Manual (DPM) 2025 in New Delhi, replacing the earlier manual of 2009. The new manual incorporates lessons from defence reforms under the Aatmanirbhar Bharat initiative and becomes effective from November 1, 2025. It governs revenue procurement of approximately ₹1 lakh crore by the three Armed Services.

Key features include simplified procurement procedures, faster timelines for acquisition, greater emphasis on indigenous sources, and new chapters on promoting self-reliance through innovation and indigenisation, information and communication technology procurement, and consultancy/non-consultancy services. The manual mandates preference for domestic vendors and reserves certain categories exclusively for Indian companies.
