Union Minister for Labour and Employment Dr. Mansukh Mandaviya launched the Employees' Enrolment Scheme – 2025 on November 1, 2025, during the 73rd Foundation Day of the Employees' Provident Fund Organisation (EPFO) in New Delhi. The scheme runs from November 1, 2025 to April 30, 2026, providing a six-month amnesty window for employers to voluntarily enroll workers who were engaged between July 1, 2017 and October 31, 2025 but remained outside EPF coverage. The employee's share (if not previously deducted) is waived entirely; employers are required to pay only the employer's share, interest under Section 7Q, administrative charges, and a flat penal damage of just ₹100 per establishment. The scheme aims to bring unregistered workers into the formal social security net, especially in sectors like construction, garments, and small-scale industries. The launch aligns with the broader implementation of India's four new Labour Codes (effective November 21, 2025), which consolidate 29 existing labour laws.
