IndiaAI Mission Signs MoU with UP for Largest State-Level AI Skilling Ecosystem
The IndiaAI Mission, under the Ministry of Electronics and Information Technology (MeitY), signed a landmark Memorandum of Understanding (MoU) with the Uttar Pradesh Development Systems Corporation (UPDESCO) on January 12, 2026. Under the IndiaAI Mission, a total of 65 Data and AI Labs are planned to be established across Uttar Pradesh to support AI skilling and experiential learning.
The partnership aims to build AI skills among students, IT professionals, government officials, and entrepreneurs across Uttar Pradesh, covering foundational AI concepts, machine learning, generative AI, data science, and responsible AI governance. Training will be delivered through a hybrid model combining online modules on IndiaAI's platform with in-person sessions at designated AI skilling centres across the state.
IndiaAI Mission, approved in March 2024 with a ₹10,371.92 crore outlay over five years, has seven strategic pillars: Compute Capacity, Innovation Centre, Datasets Platform, Application Development Initiative, FutureSkills, Startup Financing, and Safe & Trusted AI. This MoU falls under the FutureSkills pillar.
The partnership with UP — India's most populous state — is strategically significant. UP's vast youth demographic and the state government's existing IT infrastructure through UPDESCO make it an ideal launchpad for mass AI adoption.
Relevance to Rajasthan: Rajasthan released its AI-ML Policy 2026 to position itself as a leading AI state. This UP MoU provides a model for Rajasthan to replicate at scale, connecting state governance transformation with national AI missions. Key applications include smart agriculture, healthcare diagnostics, and e-governance for Rajasthan's rural populations.
The initiative aligns with India's National AI Strategy, Digital India mission, and the goal of making India a global AI hub by 2030.
