Kerala is consistently ranked among India's top-performing states in Panchayati Raj devolution, having transferred significant 3F's — functions, functionaries, and funds — to local bodies under the People's Planning Campaign initiated in 1996 by the Left Democratic Front (LDF) government. Kerala's Planning Board has guided over 30% of state plan funds to local bodies — a model studied nationwide including by Rajasthan. The second phase covered constituencies in northern Kerala including Kannur, Kozhikode, Malappuram, and Wayanad districts. Election Commission of India (ECI) note: While Parliamentary and State Assembly elections are conducted by the ECI, local body elections fall under State Election Commissions (SECs), as mandated by the 73rd and 74th Constitutional Amendment Acts, 1992. Rajasthan's Panchayati Raj context: Rajasthan was a pioneer in Panchayati Raj institutions — the Balwant Rai Mehta Committee (1957) report recommending three-tier Panchayati Raj began functioning in Nagaur, Rajasthan on October 2, 1959 and was inaugurated by then-Prime Minister Jawaharlal Nehru. The Rajasthan Panchayati Raj Act, 1994 governs the current three-tier system: Gram Panchayat, Panchayat Samiti, and Zila Parishad.
