Rajasthan Coaching Centres (Control & Regulation) Bill 2025 Passed
The Rajasthan Legislative Assembly passed the Rajasthan Coaching Centres (Control and Regulation) Bill, 2025 on September 3, 2025. The Act provides for registration, control and regulation of coaching centres, minimum standards, career guidance, psychological counselling and student-welfare safeguards.
The law covers coaching centres that provide coaching for more than 100 students in any study programme, competitive examination or academic support. It creates the Rajasthan Coaching Centres (Control and Regulation) Authority, chaired ex officio by the Secretary in-charge, Department of Higher Education, and District Committees in each district for registration, monitoring, implementation and grievance redressal.
Key protective provisions include a bar on charging the total fee at one time; parents must be given the option to pay the fee in a minimum of four equal instalments during the course. The Act also prohibits misleading advertisements, false guarantees of rank or marks, excessive classes beyond five hours a day, and public segregation of batches by performance.
Penalties are ₹50,000 for the first violation, ₹2 lakh for the second violation, and cancellation of registration for subsequent violations. These provisions are framed around student welfare, mental wellbeing and accountable coaching-centre operations.
