Prime Minister Narendra Modi announced on November 27, 2025 that India is preparing to open its nuclear power sector to private participation for the first time, marking a historic departure from the Atomic Energy Act of 1962. The reform will create opportunities in small modular reactors, advanced reactors, and nuclear innovation.

The announcement was made while inaugurating Skyroot Aerospace's Infinity Campus in Hyderabad, where he unveiled Vikram-I — India's first privately built satellite-launch vehicle. Modi cited the success of opening the space sector to private companies as a model. The government tabled the Atomic Energy (SHANTI) Bill 2025 in the Winter Session of Parliament to regulate atomic energy and enable private participation. The bill aims to achieve 100 GW nuclear capacity by 2047.
