The 23rd India-Russia Annual Summit concluded on December 5, 2025 with the signing of 16 bilateral agreements under the theme 'Russia-India: A Time-Tested Progressive Partnership, Anchored in Trust & Mutual Respect.' Both nations adopted a 'Programme for Development of Strategic Areas of India-Russia Economic Cooperation till 2030', aiming to elevate bilateral trade from $65 billion (FY2024-25) to $100 billion by 2030.

Putin declared Russia ready to provide 'uninterrupted shipments' of oil, gas and coal to India. Agreements covered defence co-development, nuclear collaboration (Kudankulam NPP expansion), INSTC advancement, and Chennai-Vladivostok Maritime Corridor. Pacts on migration, health, maritime training, customs, academia and media were also signed. The summit reaffirmed the 'Special and Privileged Strategic Partnership.'
