The Ministry of Home Affairs said on April 25, 2026 that fieldwork for the House Listing and Housing Census stage of Digital Census 2027 would begin in Uttarakhand through the Har Dwar, Dastak campaign. The campaign was announced by Eva Ashish Srivastava, Director of Census Operations, at a press conference organised by the Directorate of Census Operations with PIB Dehradun. It will run across the state from April 25 to May 24, 2026 and is described as the foundation for Census 2027. Enumerators will visit every home and building to collect data on amenities and assets through 33 specific questions.
The release said more than 62,000 citizens in Uttarakhand completed digital self-enumeration between April 10 and April 23, 2026. Dehradun district led the state with 10,884 residents completing the process. For field operations, 20,859 enumerators and 3,670 supervisors have been appointed, divided into 555 training batches and trained with hands-on use of the specially developed HLO mobile app. The release also noted that approximately 30,000 enumerators and supervisors were appointed for the House Listing and Housing Census in the state.
Digital preparation has divided Uttarakhand into 29,567 House Listing Blocks through the HLBC portal, and digital maps have been prepared for each block. Block allocation has been done fully through the CMMS portal. When enumerators log in to the mobile app, they will receive details of their allotted area and the corresponding map. The ministry said this is the first time India's census is being conducted through a completely mobile app-based digital system. Citizens were asked to cooperate with enumerators, provide accurate information and remain vigilant against cyber fraud during the exercise.
