Afghanistan's Acting Foreign Minister Amir Khan Muttaqi arrived in India on October 9, 2025, for a six-day visit — the first high-level Taliban delegation visit since their return to power in 2021. The visit was made possible after the UN Security Council granted a travel waiver.

Muttaqi held talks with External Affairs Minister S. Jaishankar covering development cooperation, connectivity, humanitarian aid, and trade facilitation. India announced its decision to upgrade its technical mission in Kabul to a full-fledged embassy. Muttaqi assured that Afghan soil would not be used to threaten any country's security. The visit coincided with Pakistan's fresh attacks on Kabul, underscoring Islamabad's disapproval of Kabul-Delhi warming ties.
