Prime Minister Modi inaugurated India's first bamboo-based bio-refinery at Numaligarh Refinery in Golaghat district, Assam on September 14, 2025. The ₹7,200 crore facility is a joint venture of Numaligarh Refinery Limited (NRL), Finland's Fortum Oyj, and Chempolis Oy.

The plant will process 3 lakh tonnes of bamboo annually to produce 49,000 tonnes of bioethanol, 19,000 tonnes of furfural, 11,000 tonnes of acetic acid, and 144 GWh of green energy. Bamboo will be sourced from 3,000 farmers across Assam, ensuring annual transactions worth ₹200 crore. PM Modi also laid the foundation for a ₹7,200 crore polypropylene project at the refinery.
