Kerala became the first state in India to formally draft and approve a comprehensive Urban Policy, approved by the State Cabinet under CM Pinarayi Vijayan on February 13, 2026. The policy addresses urban planning, housing, transportation, water supply, and waste management in an integrated framework.

With 47.7% of Kerala's population being urban (Census 2011), the state faces unique urbanisation challenges. The policy mandates transit-oriented development, affordable housing quotas in all new projects, and decentralized waste management. This sets a precedent for other states. Rajasthan, with rapidly urbanising cities like Jaipur and Jodhpur, could benefit from a similar framework.
