Denmark leads for the 8th consecutive year (score 89), followed by Finland (88) and Singapore (84). The global average declined to 42/100. India's improvement is attributed to digital governance initiatives, transparent procurement through GeM portal, and DBT mechanisms, though concerns about institutional accountability persist.
