Key reforms include abolishing the No Objection Certificate (NOC) requirement from Defence Public Sector Undertakings before open tenders, empowering field-level financial authorities to take procurement decisions without referring to higher headquarters, and a 15% 'growth of work' margin allowing additional repairs during servicing without fresh approvals. The manual aims to enhance MSMEs participation and streamline military procurement processes.
