Syllabus fit and the nature of administrative English
This topic sits inside the Senior Secondary General English block because it directly serves three listed syllabus bullets: translation of simple ordinary/common sentences from Hindi to English and vice versa, glossary of official and technical terms with Hindi versions, and knowledge of writing letters: official, demi-official, and informal. The exam does not ask for rare legal drafting. It asks whether a candidate can read a normal official sentence, choose the correct term, translate it without changing its meaning, and write a short letter in the correct tone.
Administrative English is different from casual conversation. Its purpose is to record a request, instruction, permission, decision, complaint, reply, or action in a way that another office can understand later. Words such as application, notice, circular, order, memorandum, notification, approval, sanction, acknowledgement, appeal, and representation carry specific administrative functions. A candidate should connect every word with its work. An application asks for a service or correction. A notice gives information or asks a person to act within a stated time. A circular sends the same instruction to many persons or offices. An order records a decision that must be followed. A memorandum is an official note or formal communication. A sanction is formal permission, often linked with expenditure, leave, prosecution, or administrative approval.
The scoring rule is simple: learn the use of the term, not only its dictionary meaning. A sentence that sounds impressive but leaves the action unclear is weak official English.
