The Department of Land Resources (DoLR), Ministry of Rural Development, held a brainstorming meeting with the National Institute of Urban Affairs (NIUA) and the Department of Posts to explore synergy between India's two digital addressing frameworks — ULPIN and DIGIPIN. The meeting was chaired by DoLR Secretary Shri Narendra Bhushan. Other attendees included Joint Secretary (Land Resources) Shri P. Narahari, Additional Director General (Posts) Shri Gokul Kulapati, and NIUA Director Ms Debolina Kundu.
ULPIN (Unique Land Parcel Identification Number) gives every rural and urban land parcel a unique digital identity, while DIGIPIN enables precise geo-referenced location identification. Officials noted that integrating these two complementary systems is expected to strengthen interoperability, improve public service delivery, and advance the government's overall Digital Public Infrastructure vision.
During the discussion, participants agreed to launch pilot projects to assess practical use cases and to jointly develop an open, standards-based API architecture for seamless integration on government platforms. This collaborative approach is also expected to help startups, developers, and innovators build citizen-centric geospatial applications and value-added services.
The initiative is being seen as an important milestone towards building an interoperable, secure, and future-ready digital ecosystem for land administration. It aligns with the Digital India vision and the underlying principles of open standards, innovation, and digital transformation.
