The Controller General of Communication Accounts (CGCA) under the Department of Telecommunications (DoT) achieved a significant milestone on January 21, 2026, by integrating the SAMPANN pension portal with two flagship digital platforms — UMANG (Unified Mobile Application for New-age Governance) and DigiLocker. This integration brings paperless pension services to approximately 4 lakh (400,000) DoT pensioners across India.

SAMPANN (System for Accounting and Management of Pension) was developed to streamline the pension processing workflow for DoT employees. With the new integration, pensioners can now access their electronic Pension Payment Orders (e-PPOs) and digital gratuity orders directly through the UMANG app and DigiLocker — without the need to visit offices or submit physical documents.

The UMANG app, developed by the Ministry of Electronics and Information Technology (MeitY) and National e-Governance Division (NeGD), serves as a single platform aggregating over 2,000 government services. The DigiLocker platform, also under MeitY, functions as a digital document wallet that is legally equivalent to physical documents under the IT Act.

For DoT pensioners, this integration means they can download and share their pension documents instantly, use e-PPOs as authentic proof of pension for banking and healthcare purposes, and reduce dependence on physical paperwork. The move is especially significant for elderly pensioners and those in remote areas who face difficulty accessing physical offices.

The integration aligns with the broader Atmanirbhar Bharat and Digital India missions, advancing the government's goal of providing citizen-centric, paperless, and corruption-free governance. It also supports the PM's vision of Minimum Government, Maximum Governance by reducing bureaucratic friction in pension disbursement.
