Himachal Pradesh has been declared a fully literate state, becoming only the fifth state in India to achieve this milestone after Kerala, Goa, Mizoram, and Tripura. The state achieved a literacy rate of above 95 percent through the ULLAS (Understanding Lifelong Learning for All in Society) initiative under the Ministry of Education. India's literacy rate was 74 percent in 2011 and rose to 80.9 percent in 2023-24. The ULLAS initiative focuses on foundational literacy and numeracy for adults above 15 years of age who could not attend formal schooling and is implemented during FY 2022-23 to 2026-27.
