India launched the National Critical Mineral Mission (2025) to build self-reliance in the exploration, mining, and processing of rare earth and critical minerals essential for clean energy, electronics, and defence. India ranks 5th globally in rare earth reserves but lacks significant refining capacity, with China accounting for 60% of mined production and 91% of refined output for magnet rare earths.

The MMDR Act was amended to add 24 critical minerals to the list. The KABIL joint venture (NALCO, HCL, MECL) has already secured lithium mining assets in Argentina and Australia. India targets 45% emission intensity reduction by 2030 and net-zero by 2070, both heavily dependent on critical mineral availability. Rajasthan's Degana (Nagaur) lithium reserves and Barmer-Jaisalmer rare earth deposits are strategically significant.
