Union Finance Minister Nirmala Sitharaman launched the Goods and Services Tax Appellate Tribunal (GSTAT) in New Delhi on September 24, 2025. GSTAT is the second appellate forum for resolving GST disputes, positioned between the first appellate authority and the High Courts. The Principal Bench is located in Delhi, with 31 State Benches spread across 45 locations nationwide.

Sitharaman emphasized that GSTAT must deliver jargon-free decisions in plain language, follow digital-by-default filings and virtual hearings, and maintain time standards for listing, hearing, and pronouncement. The tribunal is expected to begin hearing cases from December 2025. GSTAT marks a major milestone in the GST regime's evolution, providing a dedicated institutional framework for indirect tax dispute resolution that was missing since GST's rollout in July 2017.
