The Election Commission of India released its Special Intensive Revision (SIR) Phase II daily bulletin on 24 November 2025, reporting the nationwide status of the ongoing electoral roll revision exercise being conducted across 12 States and Union Territories from 4 November to 4 December 2025. According to the bulletin posted by PIB Delhi at 4:03 PM, Enumeration Forms (EFs) distribution reached 99.07% overall and digitisation stood at 47.35% nationally as on the reporting day. Rajasthan recorded distribution of 5.43 crore forms against an elector base of 5.46 crore as on 27 October 2025, achieving 99.46% distribution and 72.20% digitisation through 52,222 Booth Level Officers (BLOs) and 1,01,333 Booth Level Agents (BLAs). Rajasthan figures exclude the 193-Anta Assembly Constituency where SIR has been deferred due to the recent bye-election. Goa and Lakshadweep reported 100% form distribution, while Kerala lagged at 23.72% digitisation. The SIR exercise, covering 50.97 crore electors across Andaman and Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal, is the largest such electoral roll verification undertaken post the Bihar pilot. Political parties have been formally requested to appoint additional BLAs to strengthen the verification process. The Enumeration Phase is mandated by statutory guidelines for revising voter lists with photograph-based house-to-house field verification.
