The Union Cabinet-approved Higher Education Commission of India (HECI) Bill, 2025, renamed as the Viksit Bharat Shiksha Adhikshan Bill, was listed for introduction in the Winter Session. The bill proposes creating a single regulatory authority for all higher education (except medical and legal) by merging the University Grants Commission (UGC), All India Council for Technical Education (AICTE), and National Council for Teacher Education (NCTE).

The HECI will be structured around four verticals: National Higher Education Regulatory Council (NHERC), National Accreditation Council (NAC), General Education Council (GEC), and Higher Education Grants Council (HEGC). This is a key reform under the National Education Policy (NEP) 2020. If approved, HECI is expected to start functioning by mid-2026.
