The Winter Session of Parliament commenced on December 1, 2025 and is scheduled to run until December 19, spanning 15 sittings. Parliamentary Affairs Minister Kiren Rijiju stated that 10 Bills have been listed for introduction, consideration and passing, while 2 Bills are listed for consideration and passing. The first batch of supplementary demands for grants for 2025-26 will also be presented.

On the first day, Finance Minister Nirmala Sitharaman introduced two bills in Lok Sabha to levy excise duty on tobacco products and a new cess on pan masala manufacturing. Three newly elected Rajya Sabha MPs from Jammu & Kashmir — NC leaders Chowdry Mohammad Ramzan, Sajjad Ahmed Kichloo and Gurwinder Singh Oberoi — took oath. Lok Sabha was adjourned for the day amid opposition protests demanding a debate on the Special Intensive Revision (SIR) of electoral rolls.
