Local Complaints Committee (LCC) — Section 6
4.1 Constitution (Section 6)
Every District Officer (Collector/District Magistrate) must constitute an LCC for each district. The LCC handles:
- Complaints from workplaces with fewer than 10 employees
- Complaints where the respondent is the employer himself (since ICC is constituted by the employer)
Composition (Section 7):
- Chairperson: An eminent woman in the field of social work and committed to women's causes — nominated by District Officer
- One member: Among women working in block, taluka, tehsil level at the district level
- Two members: From NGOs/associations committed to women's causes — at least one of whom shall be from Scheduled Castes or Scheduled Tribes or OBCs or minorities
- Concerned officer dealing with Social Welfare — ex officio member
4.2 Powers of LCC (Section 11)
The LCC has all powers of the ICC under Sections 11–13. Additionally, the LCC may refer complaints for criminal prosecution to the relevant authority.
4.3 Fees for LCC
The LCC may recommend to the District Officer that a fee of ₹50 per inquiry may be collected from the respondent — but this is discretionary and is waived if the aggrieved woman is from Below Poverty Line.
