10.1 Coverage Gaps

  • Unorganised sector: Majority of Indian women workers are in the unorganised sector — agriculture, domestic work, street vending — where LCCs function inadequately
  • ICC compliance: SEBI surveys show many listed companies have ICCs but they meet rarely or lack training
  • Domestic workers: Though covered in law, domestic workers have little awareness of POSH Act provisions

10.2 #MeToo Movement (2018)

India's #MeToo movement brought POSH Act compliance into sharp focus — several senior executives in media, Bollywood, and government faced ICC/LCC complaints. The Ministry of Women & Child Development issued guidelines for stricter compliance.

10.3 Rajasthan State Implementation

Rajasthan has set up LCCs at district level. The state's SHe-Box (Sexual Harassment electronic Box) — a national online complaint portal — allows women government employees to file complaints online. Rajasthan government departments are required to submit annual ICC reports.
