Revenue Board, Rajasthan

7.1 Establishment and Status

The Board of Revenue, Rajasthan was established under the Rajasthan Board of Revenue Act, 1949. It is headquartered at Ajmer.

Status: It is the highest revenue court in Rajasthan — the apex appellate body for all revenue matters.

7.2 Composition and Appointment

  • The Board consists of a Chairman and as many members as the state government deems fit.
  • Members are appointed by the Governor on the advice of the CM.
  • Officers are typically senior IAS officers.

7.3 Functions and Jurisdiction

The Board of Revenue:

  1. Appellate jurisdiction: Hears second appeals against decisions of Revenue Divisional Commissioners and SDOs in land revenue disputes.
  2. Revisionary jurisdiction: Can revise decisions of subordinate revenue courts on its own (suo motu) or on application.
  3. Supervisory jurisdiction: General superintendence over all revenue courts below it.
  4. Quasi-judicial functions: Settles disputes regarding:
    • Land records (Khasra, Khatauni)
    • Mutations (Naamantaran)
    • Tenancy rights
    • Conversion of land use
    • Revenue recovery
  5. Administrative functions: Issues instructions for revenue administration, oversees Rajasthan Land Revenue Act, 1956 implementation.
