5.1 State Data Centre (SDC) and RSWAN

State Data Centre (SDC): Rajasthan's SDC in Jaipur is a Tier-3 data centre housing servers for all major government applications — Jan Aadhaar, e-Mitra backend, Rajasthan Sampark, and departmental MIS systems. It operates on high-availability architecture with backup power and redundancy.

RSWAN (Rajasthan State Wide Area Network):

  • Connects all state secretariat departments to district collectors, sub-divisional offices, and block-level offices
  • Enables e-Office (paperless file management), video conferencing for administrative reviews, and real-time data exchange
  • 4,000+ government offices connected
  • Backbone for Jan Aadhaar authentication services

5.2 Single Sign-On (SSO) Portal

The Rajasthan SSO Portal (sso.rajasthan.gov.in) provides a single login system for 300+ government services. Citizens log in using Jan Aadhaar or Aadhaar to access e-Mitra transactions, scholarship applications, government exam forms, utility payments, and property registration. DigiLocker is integrated for document storage, and over 1 crore+ citizens have registered SSO IDs.

5.3 Land Records and Property e-Governance

e-Dharti / Apna Khata Portal:

  • Online access to Jamabandi (land ownership records), Khasra (plot records), Nakal (certified copy)
  • Reduces dependence on Patwari for routine land record queries
  • Integrated with Jan Aadhaar for owner identification
  • 5 crore+ Jamabandi nakal transactions annually

STAMPS (Stamp Duty and Registration):

  • Online property registration with e-Sign (Raj e-Sign)
  • Reduces time from 7–30 days to same-day registration for standard transactions
  • DLC (District Level Committee) guidelines for stamp duty circle rates published online

DILRMP (Digital India Land Records Modernization Programme): Rajasthan is one of the pilot states for complete digitization of land records with geospatial mapping of survey plots.

5.4 IT Industry and IT Policy 2022

Rajasthan IT Policy 2022 targets:

  • IT/ITES sector employment: 2 lakh persons by 2027
  • IT exports: ₹20,000 crore by 2027
  • Digital infrastructure investment: ₹10,000 crore
  • Top-5 IT destination state ranking

Current IT industry status:

  • Jaipur IT cluster: Sitapura IT Park, Mahindra World City SEZ, RIICO IT Parks (Bhiwadi, Jodhpur)
  • Major IT companies: Infosys (Jaipur), Tech Mahindra, HCL Technologies, Wipro (regional offices)
  • Rajasthan IT exports 2023-24: ~₹8,000 crore (growing steadily)
  • Rising Rajasthan 2024: IT/Electronics sector received MoUs worth ₹1.2 lakh crore

Jaipur as IT Hub: Jaipur ranks among India's Tier-2 IT cities alongside Pune, Hyderabad, and Coimbatore. The Jaipur City Centre Smart City project includes a dedicated IT cluster with fibre connectivity, data centre hub, and startup incubation space.
