Definition and Classification

Under the MSME Development (Amendment) Act 2020, enterprises are classified by investment in plant & machinery/equipment AND annual turnover:

This 2020 revision raised earlier (2006 Act) limits significantly, bringing more enterprises into MSME protection and bringing manufacturing and services onto a common definition framework.

Rajasthan MSME Policy 2024

The Rajasthan MSME Policy 2024 aligns with the national MSME development agenda and RIPS 2024. Key provisions:

  • Ease of doing business: Simplified registration via Udyam portal; unified single-window clearances for micro and small units.
  • Credit access: Enhanced guarantee cover under Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE); linkage with Mudra Yojana.
  • Cluster development: Support for common facility centres (CFCs) and testing labs in major clusters (Bhilwara textiles, Jodhpur wood furniture, Jaipur gems & jewellery, Kishangarh marble).
  • Technology upgradation: CLCS-TUS (Credit Linked Capital Subsidy for Technology Upgradation Scheme) for individual units; government subsidy on machinery.
  • Marketing support: Participation in national and international trade fairs; e-marketplace listing (Government eMarketplace — GeM portal).
  • PM Vishwakarma Yojana (central scheme, 2023): Traditional artisans and craftspeople get ₹1-2 lakh collateral-free credit, skill training, and digital onboarding — directly benefits Rajasthan's 15+ lakh artisans.

MSME Credit and Finance

Key credit schemes operational in Rajasthan for MSMEs:

  • PM MUDRA Yojana (Micro Units Development and Refinance Agency): Three tiers — Shishu (up to ₹50,000), Kishore (₹50,001-₹5 lakh), Tarun (₹5 lakh-₹10 lakh). Rajasthan is among the top 5 states by MUDRA loan disbursement annually.
  • CGTMSE: Collateral-free credit guarantees up to ₹5 crore for micro and small enterprises without collateral.
  • Rajasthan Financial Corporation (RFC): State DFI providing term loans to small and medium enterprises; also co-finance with banks.
  • SIDBI (Small Industries Development Bank of India): National-level refinancing and direct lending to MSMEs; opened branches in Jaipur, Jodhpur, and Kota.
