Objective: Shift from infrastructure creation to service delivery for sustainable rural piped potable water supply; certify all Gram Panchayats as 'Har Ghar Jal'. Budget: Enhanced total outlay to Rs 8.69 lakh crore; Central assistance Rs 3.59 lakh crore (additional Rs 1.51 lakh crore beyond original Rs 2.08 lakh crore approved in 2019-20). Key Features: - 'Sujalam Bharat' digital platform: each village gets unique Sujal Gaon/Service Area ID, mapping water supply from source to tap. - 'Jal Arpan' process for formal community handover of water schemes. - 'Jal Utsav': annual community-led maintenance and review events. - Reform-linked MoUs with States for governance reforms.
