The real choice is not “state exam versus national exam.” It is jurisdiction, age runway, preparation depth, promotion ceiling, and the kind of public work you want for the next 25 years.

In the regular pay matrices, RAS L-14 and IAS Level 10 both start with basic pay of ₹56,100. A newly recruited RAS officer receives fixed monthly remuneration of ₹39,300 until successful completion of probation, so ₹56,100 is not the first-day in-hand salary. IAS has wider jurisdiction and a higher career ceiling, while RAS is focused on Rajasthan. RAS preparation centres on Rajasthan and four compulsory Mains papers; IAS adds national breadth plus deeper work on an optional subject, essay and ethics. Choose RAS if your age, language comfort and posting preference point to Rajasthan; choose IAS if you want all-India administration and national policy work.

Career, posting and authority

RAS

RAS is built around Rajasthan administration. The day-to-day authority is local and state-facing: districts, subdivisions, revenue administration229 government schemes, law-and-order coordination, and departmental execution. Transfers remain inside Rajasthan, so local networks and state knowledge matter heavily.

Training is state-administration focused; HCM RIPA is the official Rajasthan public-administration institute with Jaipur campus and regional training centres.

IAS

IAS is a state-cadre service with all-India and central-government reach. Officers can serve in district administration, state secretariat, Government of India ministries, regulatory bodies, missions, and central deputation roles. The ceiling is higher, but mobility and competition are also higher.

LBSNAA handles IAS professional training and induction training for officers promoted from State Civil Services.

RAS to IAS promotion: realistic reading

DoPT regulations provide a State Civil Service promotion route through a Selection Committee, Select List, UPSC approval, vacancies, and service-record assessment. The rule text includes an eight-year minimum consideration condition for Deputy Collector/equivalent service, but actual promotion is not a calendar guarantee. Many officers who enter IAS from a state service do so after substantial seniority and vacancy availability.

Difficulty and competition

Do not compare difficulty by hearsay ratios. The useful view is: applicants per post, appeared candidates per post, prelim-to-mains shortlist pressure, cutoff status, and syllabus depth.

RAS-specific work

IAS-specific work

Optional subject, essay, ethics, broader national/international issues, and answer-writing maturity make IAS preparation deeper and slower.

A practical dual-track plan is: build common GS first, write RAS-style Rajasthan answers weekly, keep one IAS optional alive if you have at least 12-18 months, and do not let RAS mains language papers become an afterthought.

Choose RAS-first if...

You want to stay in Rajasthan, your Hindi/Rajasthan-context comfort is strong, your age runway is tighter, you need a more contained target, or your optional subject is not yet selection-grade.

Choose IAS-first if...

You want national mobility, central policy work, higher administrative ceiling, and can commit to optional, essay, ethics, interview preparation, and a longer uncertainty window.

Choose dual-track if...

You have 12-18 months, can protect a common GS schedule, and are disciplined enough to split Rajasthan depth from IAS optional depth. Dual-track fails when aspirants keep collecting material but stop writing answers.

FAQs

Can I prepare for RAS and IAS together?

Yes, but “together” does not mean one identical strategy. GS foundation, polity, economy, history, geography, environment, and current affairs can overlap. RAS needs Rajasthan-specific depth; IAS needs optional, essay, and ethics depth.

Is RAS easier than IAS?

RAS is a more contained target because the syllabus is narrower and there is no optional subject. That does not make it easy: Rajasthan-specific competition, high cutoffs, and limited seats still make it serious. IAS is harder because the scale is national, the syllabus is deeper, and the selection funnel is longer.

Can a RAS officer become an IAS officer?

Yes, but it is not automatic. DoPT promotion regulations provide a Select List route for State Civil Service officers; eligibility, vacancies, seniority, service records, and UPSC consultation all matter. Do not read it as “IAS after 15 years guaranteed.”

Who gets a higher salary: RAS or IAS?

The first cell in the regular pay matrix is ₹56,100 for both, but a new RAS officer receives fixed monthly probation remuneration of ₹39,300 until successful completion of probation. Allowances, HRA class, accommodation, deductions and promotion speed then differ. Over the long term, IAS time-scale progression and top central and state posts create a higher ceiling.

If I am above 32, is IAS over and RAS better?

For General category candidates, IAS upper age is 32, while the RAS 2026 ordinary state-service rule uses 40. So after 32, RAS often becomes the practical civil-service target. Reserved-category relaxations must be checked separately for both exams.

Which exam is better for Hindi-medium aspirants?

Hindi-medium aspirants can attempt both. RAS can offer a practical advantage because Rajasthan context and Hindi answer-writing comfort matter. IAS is also possible in Hindi, but optional material, answer-writing depth, and interview exposure need deliberate work.

Should I attempt RAS first or IAS first?

Choose RAS-first if your main goal is a Rajasthan administrative career, your age runway is tight, or your optional is not ready. Choose IAS-first or dual-track if you want national mobility, central policy exposure, and have a longer preparation runway.
