The Election Commission of India (ECI) announced the launch of Special Intensive Revision (SIR) Phase-II of electoral rolls for 12 states, including Rajasthan, on October 28, 2025. SIR is a house-to-house verification drive aimed at ensuring comprehensive, accurate, and inclusive electoral rolls ahead of upcoming state assembly elections.

The Phase-II SIR covers approximately 51 crore (510 million) electors across the 12 states and will be conducted from November 4 to December 4, 2025. This is the first SIR exercise since 2003, making it a landmark electoral exercise for the Election Commission. The exercise employs Booth Level Officers (BLOs) — trained election officials assigned to individual polling booths — who will visit every registered household to verify voter details.

The SIR process is entirely document-based. Voters are required to present any one of 11 approved documents including Aadhaar card, EPIC (Electors Photo Identity Card), Passport, PAN card, or Driver's License. The BLOs fill Form 6 (for new registrations), Form 7 (for deletions), Form 8 (for corrections), and Form 8A (for transposition) based on field verification.

For Rajasthan, the SIR is particularly significant as the state has historically faced issues of ghost voters, duplicate entries, and disenfranchisement of migrant workers. The SIR is expected to clean up the rolls, add eligible youth voters (those turning 18 between November 1, 2025 and January 1, 2026 qualify under the new four cut-off dates system), and ensure that deceased and migrated voters are removed.

The ECI has also integrated the SIR with the Voter Helpline (1950), the Voter Registration app (Voter Turnout app), and the KYC (Know Your Candidate) portal to enhance transparency. The Commission aims to achieve a gender-balanced electoral roll with a focus on enrolling women voters in rural areas, particularly in districts of Rajasthan like Barmer, Jalore, and Sirohi where female registration lags behind.
